The benefits of Nazi war-related investment in no way compensated for the destruction wrought by the weaponry thereby manufactured. As a result of the Malthu8. S. S. foreign-policy makers. Certainly there were debates, in the United States as within West Germany itself, on the form of a new German state as well as on the question of deNazification of its political elite. R. {30} A GRAND ILLUSION? sian practices of commerce and industry between the wars, the lost opportunities for investment and modernization, and the destruction of plant and transportation infrastructure, Western Europe after 1945 was catching up not just to 1939, 1929, or even 1918 but to 1913.

Five years after the war, in 1950, it still met 82 percent of the primary energy consumption of the six ECSC countries (France, Italy, West Germany, Netherlands, Belgium, and Luxembourg). Coal was the European resource, locally available and relatively 139} TONY JUDT cheap to produce (the initial investment having been made many years before). In Europe of the 1950s steel was fired with coal; trains that transported coal from mines to furnaces, from pitheads to hearths, were propelled by coal-burning engines; the vast majority of households used coal for heat if no longer for cooking; and the major West European cities, starting with London, were covered by a permanent haze of coal dust, always liable to transform itself into a choking smog.

That postwar Western Europe needed labor so badly and could absorb it so unproblematically is a reminder that until the 1960s its economy, like so much else about the continent, was still recognizably heir to the industrial societies of the previous century. The best illustration of this is also the third major factor in the economic takeoff of the period: coal. Before the war, coal accounted for 90 percent of all industrial and domestic energy consumption in France, Germany, the United Kingdom, and the Benelux countries.
